LE PROJET

Pour 200 millions de femmes, dans plus de 30 pays à travers le monde, la transition de l’enfance à l’adolescence est marquée par le sang de la mutilation génitale. Cette pratique est internationalement reconnue comme une sérieuse violation des droits de l’Homme.

En raison de l’augmentation de l’immigration, les Mutilations génitales féminines (MGF) se sont répandues en Europe. On estime que 500 000 femmes ou jeunes filles qui vivent en Europe ont subi des mutilations génitales, et que 150 000 de plus risquent d’en subir.

La présence en Europe de femmes ayant subis ces mutilations quand elles étaient jeunes prouve le besoin de mise en place de politiques de prévention et de support, visant à leur garantir un accès aux services légaux de santé psycho-physiques et la possibilité de se protéger, ainsi que leurs filles, de ces pratiques.

Differenza Donna (Italie), No Peace Without Justice (Italie), Institut de Santé Génésique – ISG (France), La Palabre (Belgique), avec le support de l’Union Européenne, lancent en France, en Italie, et en Belgique, le Projet BEFORE, promouvant un changement culturel et politique profond visant à renforcer la position des femmes dans la lutte contre les MGF.

Toutes les activités du projet visent à améliorer l’efficacité des mécanismes d’émergence phénomène et de réponses des institutions et des sociétés civiles, avec une stratégie au niveau politique, légal et social à travers :

• L’optimisation des lois, des recommandations, des meilleurs usages et les plaidoyers auprès des institutions européennes ;
• La protection et les soins envers les filles et les mères ayant fui leurs pays pour éviter les MGF ;
• L’autonomisation des réfugiées et chercheuses d’asyles, leur faisant découvrir leurs talents, leurs aspirations, et leurs droits ;
• L’entraînement et la formation de professionnels d’opérateurs d’hôpitaux, de centres antiviolences, de centres d’aides d’urgence, de bureaux de l’immigration, de commissions territoriales qui joueront un rôle clef dans la protection et la prévention des filles et des femmes menacées ou ayant été victimes de MGF ;
• La prise de conscience auprès des parties prenantes et de la société civile;
• L’implication des communautés migrantes et des diasporas pour une sensibilisation sur les traumatismes psychophysiques causés par cette pratique.

Bien que ces pratiques soient maintenant illégales dans tous les pays africains dans lesquels elles sont présentes ainsi que dans les pays recevant des migrants, les MGF sont encore pratiquées en raison d’un complexe réseau religieux/culturel, basé sur la peur d’être stigmatisé et d’être impropre au mariage.

THE PROJECT

For 200 million women, in more than 30 countries in the world, the transition from childhood to adulthood is marked by the blood of a genital mutilation. This practice is internationally recognized as a serious violation of human rights.

With the growth of the migratory phenomenon the practice of Female Genital Mutilation (FGM) has also spread to Europe. It is estimated that 500,000 women or girls residing in the European continent have undergone genital mutilation and that 150,000 are at risk of undergoing it.

The presence in Europe of women subjected to mutilation when they were girls raises the need to put in place prevention and support policies to guarantee them access to socio-health and legal services and the possibility to save themselves and their daughters from the practice or the risk of suffering it.

Differenza Donna (Italy), No Peace Without Justice (Italy), Institut de Santé Génésique – ISG (France), La Palabre (Belgium), with the support of the European Union, are launching in Italy, France and Belgium the BEFORE Project to promote a deep political and cultural change and to strengthen the role of women in the fight against FGM.

All project activities aim at enhancing the effectiveness of the systems of emergence and response to the phenomenon from the institutions and civil society with a shared strategy at a political, legal and social level through:

• optimization of laws, recommendations, best practices and advocacy activities in national and European institutions;
• protection and care for girls and their mothers who have fled their home countries to save them from FGM;
• empowering women refugees and asylum seekers making them aware of their talents, aspirations and rights;
• training and capacity building of key professionals, operators of hospitals, anti-violence centers, reception / first aid centers, immigration offices, territorial commissions so that they can play a key role in guaranteeing prevention and protection for women and girls who have survived FGM or are threatened by FGM;
• awareness raising of stakeholders and civil society;
• involvement of migrant communities and the diaspora population to sensitize psycho-physical traumas caused by the practice.

Although the practice is now outlawed in all the African countries where it is widespread and in many countries that receive immigrants, FGM keep being performed due to a complex network of religious and/or cultural factors, at the base of which there is the fear of stigma and the fear of being unfit for marriage.
